The Opening Ceremony of the 10th China International Software & Information Service Fair (CISIS) & Global High-level Forum on Software and Information Service was held on June 15 in Dalian, Liaoning Province. Assistant Minister Qiu Hong attended and addressed the Fair.

Ms. Qiu said that CISIS gained momentum in the last decade. Over 100,000 professional businessmen from 49 countries and regions in the five continents attended the Fair, creating contracted value of over 30 billion yuan. CISIS has become the important platform for the exchange, cooperation and transaction of domestic and foreign software and information service industries, and has made positive contribution to the thriving development of China’s software and information service industry in that period.

Ms. Qiu said that, from 2001 to 2011, the volume of China’s Software & Information Service Outsourcing Industry increased from 79.6 billion yuan to 1,846.8 billion yuan, up by nearly 23 times. China’s software export was up from naught to US$ 14.34 billion. In 2011, the number of enterprises with a value of software exports exceeding US$10 million was 281, with value exceeding 100 million was 14; nearly all domestic large-scale software enterprises have set up overseas branches. From 2009 to 2011, though influenced by the international financial crisis, service outsourcing enterprises that focused on information technology outsourcing recruited 1.557 million university students. Software trade has become a crucial channel for China’s software industry to compete in the international market and speed up integration with the international software industrial chain, and is one of the most important engines that boost the development of software industry.

Ms. Qiu stressed that, we should promote the healthy, rapid and sustainable development of China’s software trade and information service outsourcing industry, through a series of measures such as improving policy environment for software trade and information service outsourcing, strengthening the construction of software export (innovation) bases and demonstration cities of service outsourcing, paying more efforts to cultivate high and medium level talents specializing in software and service outsourcing, actively fostering major information service outsourcing enterprises, and reinforcing promotion of software trade and service outsourcing.

Initiated since 2003, CISIS is a national level software fair approved by the State Council. The theme of this CISIS is “Innovation spurs growth and integration facilitates application – cloud computing and Internet of things makes connection of intelligence”.

Totally 650 people attended the opening ceremony including Wang Min, the Secretary of the Provincial Party Committee of Liaoning, Chen Zhenggao, Governor of Liaoning, Ji Jun, Secretary of the Municipal Party Committee of Dalian, officials from Ministry of Commerce, Ministry of Industry and Information Technology, embassies and commercial councilors offices in the US, Japan, Germany and India, and local commercial departments, and representatives from domestic and foreign software and information service enterprises.
