On June 16, the 2011 China International Software & Information Service Fair, sponsored by Ministry of Commerce, Ministry of Industry and Information Technology, Ministry of Education, Ministry of Science and Technology and China Council for the Promotion of International Trade, organized by Dalian Municipal People’s Government, was opened in Dalian City, Liaoning Province. Assistant Minister Qiu Hong attended and addressed the opening ceremony, the High-level Forum - Ministers’ Summit of the 2011 China International Software & Information Service Fair.

Qiu pointed out that, as China entering the 12th Five-Year Plan period, China’s software and information service industry is facing challenges as well as new development opportunities. World economic and trade pattern is going through profound adjustment and fast reform, but economic globalization and trade and investment liberalization will continue. With the new round of international industrial transfer such as international transfer in service industry and essential factor recombination is speeding up, and new emerging information network technologies represented by internet of things, next generation Internet, new generation mobile communication and cloud computing are thriving, the scale of software and information service industry is expanding. To vigorously develop software export and information service will become the important channel for all the countries to seize new opportunities, participate in economic globalization, and increase technology strength of software industry.

Qiu said that, in order to promote the better and faster development of China’s software and information service industry, the Ministry of Commerce will attach special importance to work in the following aspects: continue to improve policy environment for software and information service, reinforce the construction of software innovative bases and model cities of service outsourcing, strengthen education of high-level software talents, and do well in promotion work of software and service outsourcing.

Qiu stressed that we should vigorously support the construction of transaction platforms of software and information service. We should continue to strengthen the input and construction of fairs such as China International Software & Information Service Fair, China International Trade in Services Congress, and extensively carry out international exchange and cooperation. We should support software and information service enterprises, industrial organizations to participate in promulgating international industrial standards, and promote software and information service enterprises to carry out overseas investment.
